Personal Statement:
Bill Carter is a Director and Officer of the Firm, currently serving as its Managing Attorney and has received an AV (highest) rating from Martindale-Hubbell Law Directory. He is listed in Who's Who in America and in Who's Who in American Law. Bill has served as counsel to clients on insurance coverage and contract matters for more than 25 years. He has counseled clients on third-party and first-party insurance coverage issues and contract interpretation. In the area of environmental insurance coverage, he has served as coordinating counsel for a national insurance carrier, advising and guiding attorneys and firms nationwide.

His third-party insurance experience includes advising and defending insurers in disputes with insureds, regarding claims made under Comprehensive, General Liability, D & O, Professional Liability and specialty policies. His first-party experience includes advising and defending insurers in matters involving homeowners’ policies, jewelers block coverage, life insurance coverage and several other areas of coverage. He has also assisted insurers in reinsurance disputes.

In addition, Bill is responsible for the firm's Appellate Practice. In that role, he handles or supervises all appellate matters that result directly from the firm's litigation practice. The Firm also uses its appellate expertise to address matters on appeal that result from litigation initiated outside of the firm that clients refer to us solely for the appeal. He has served as appellate counsel in civil matters in diverse areas, including products liability, professional liability, insurance coverage, and contract matters.

Before joining the firm, Bill served as a criminal trial and appellate practitioner in the United States Army Judge Advocate General's Corps. While a member of the armed forces during the Ford Administration, Bill also served on the Presidential Clemency Board.

Bill Carter has published the Appellate Practice Handbook for Maryland, Virginia and the District of Columbia. He was a co-editor of the 1992 Supplement to the District of Columbia Appellate Practice Manual and has been a frequent participant in appellate practice seminars. His most recent publication is "Injuries in a Health Care Practitioner's Office: Where is the Insurance Coverage?" This was published in August 2008 in the BNA Health Care Law Reporter. Bill has been active in community civil causes for many years, having been a long-time member of Rotary International. He is a twice elected President of Olney Rotary Club in Olney, Maryland.
