About
Keelin is an Associate Attorney at Carr Maloney P.C.
Before entering private practice, Keelin worked as a Policy Advisor at the D.C. Sentencing Commission where she primarily provided analysis regarding the application of the D.C. Voluntary Sentencing Guidelines to practitioners, probation officers, judicial staff, and community members for criminal sentencing matters. She monitored and analyzed legislation in the D.C. Council to identify and assess changes to criminal offenses and penalties, sentencing-related policy, and legislation affecting the Commission’s functions.
Keelin previously served as a judicial law clerk to the Honorable Judge William Nooter and then to the Honorable Senior Judges Christian, Combs Greene, Greene, and Satterfield. While clerking for Judge Nooter, Keelin managed a significant criminal caseload including misdemeanor, felony, and Drug Court cases. Keelin conducted research and drafted orders resolving post-conviction motions such as motions for sentence reduction, ineffective assistance of counsel, and record sealing. While clerking for the Senior Judges, Keelin gained experience with probate and small claims matters.
Keelin earned her law degree from the Antonin Scalia Law School at George Mason University. Keelin served as the Managing Editor of the Civil Rights Law Journal, which published her article, “Inmates and Immigrants: The Effect of Legal Status on Criminal Detention” in 2021.
Keelin graduated manga cum laude from the University of New Haven with a double major in National Security Studies, B.S. and Legal Studies, B.S., and a minor in Russian Language and Culture Studies.
